Private Label Hair Conditioner
Custom Hair Conditioning Manufacturing
Hair conditioning solutions developed to improve manageability, smoothness, and hair comfort after cleansing.
From lightweight daily conditioners to intensive smoothing formulas, designed for performance, tolerance, and scalable production.
Smart Hydration, Zero Heaviness.
The biggest challenge in conditioner formulation is the “Hydration vs. Volume” trade-off. Traditional heavy silicones coat the hair but drag it down, leaving it flat and lifeless by noon.
At Sheleys, we utilize Cationic Polymer Technology. These positively charged conditioning agents magnetically attach only to the damaged (negatively charged) parts of the hair shaft. This means your product provides targeted repair exactly where it’s needed, leaving the healthy parts light and voluminous. Maximum shine, zero weight.

The Science of Hair Shampoo Formulation
A common concern with hair shampoos is whether they clean the scalp without disrupting its natural balance.
Scalp-Centered Cleansing Approach
Effective shampoo formulation focuses on:
- removing sebum and buildup from the scalp
- minimizing irritation during washing
- allowing hair cuticles to remain manageable
Surfactant System Design
Shampoo performance is determined by the surfactant system, including:
- cleansing efficiency
- foam quality and stability
- scalp tolerance
Formulations are designed to:
- lift oil and impurities effectively
- rinse clean without residue
- avoid excessive dryness or tightness
Customizing Your Hair Shampoo Product Line
Once cleansing focus and scalp type are defined, customization usually centers on three practical dimensions.
Formula Customization
Brands may customize based on:
- cleansing strength preference
- scalp condition (oily, dry, sensitive)
- daily vs occasional use positioning
Options include:
- sulfate-free or traditional systems
- fragrance-free or scented formulations
- added scalp-conditioning ingredients
Packaging Solutions
Packaging for hair shampoos must support frequent use, stable dispensing, and cost efficiency.
- Pump Bottles
Suitable for daily household use. - Flip-Top Bottles
Widely used in retail hair care. - Large-Volume Bottles
Used for salons, hospitality, or refill concepts.
Quality & Testing
Hair shampoos are high-use products and require consistent quality across batches.
- Stability testing
Ensures viscosity, color, and foam behavior remain consistent. - Compatibility testing
Confirms formula stability with selected packaging materials. - Microbial testing
Required for water-based rinse-off products.

Frequently ~
Asked Questions
Silicones vs. Silicone-Free: Which should I choose?
Silicones (Dimethicone) offer the best slip and shine for damaged hair. However, “Silicone-Free” is better for fine hair and “Clean Beauty” marketing. We can formulate high-performance versions of both.
Can you make a "Co-Wash" (Cleansing Conditioner)?
Yes. This is a 2-in-1 product using cationic surfactants that gently clean while conditioning. It is very popular for the Curly Hair (CG Method) market.
What packaging is best for thick hair masks?
We recommend Soft-Touch Tubes or Wide-Mouth Jars. Standard pumps often struggle with very thick, butter-like formulas. We can help you test the “Pumpability.”
Is the MOQ higher for Tubes vs. Bottles?
Usually, yes. Tube factories often require 10k MOQ for custom printing. However, we have Stock White Tubes where we can apply a label for a lower start (1k-5k units).
